Bullying is when someone targets someone else for violence, verbal abuse, makes him or her fear for his or her safety. This can be done by physically harming someone, verbally taunting them, encouraging others to gang up on or shun him or her, or spreading rumors.

Cyberbullying is the same behavior; but simply done through electronic means such as social networking sites or through texting.
